Peter diCicco

Executive Director

Peter diCicco was a chief architect of the Labor-Management Partnership (LMP) between Kaiser and many of its unions. He negotiated the first national agreement in 2000.

Peter’s most recent accomplishment in a career spanning decades in top positions within the labor movement was to help develop the terms of merger for SAG and AFTRA, two of the biggest entertainment talent unions, now SAG/AFTRA.

His union activity began in 1964 as a shop steward at GE in Lynn, Massachusetts, where he worked as a machinist, power generator assembler and aircraft engine inspector. Over the decades since he rose from Executive Board member with IUE Local 501 during a 103-day national strike in 1969-70 national strike, to International Vice President for the IUE in 1970 and President of the AFL-CIO’s Industrial Union Department (IUD) in 1996, before founding the CKPU the following year.


Hal Ruddick

Deputy Executive Director

Hal Ruddick has more than 30 years of labor leadership, starting with over a decade of organizing workers in Louisiana. He previously served as president of SEIU Local 4, a nursing home local in Illinois; Secretary-Treasurer of HCII, a 80,000 member healthcare local in Illinois and Indiana; Director of the Hospital Division of SEIU-UHW; and most recently as Executive Director of the Coalition of Kaiser Permanente Unions from 2013 until early 2018.

At the Coalition, he was the chief negotiator for successful 2015 national bargaining with Kaiser. In his four years at the Coalition he increased resources to support locals and members partnership participation, stepped up implementation of labor’s rights under the national agreement, established greater financial transparency, and expanded frontline leadership and training opportunities.


Kathleen Theobald

Chair, KPNAA

Kathleen Theobald serves as the Executive Director for the Kaiser Permanente Nurse Anesthetists Association (KPNAA), which represents the Certified Registered Nurse Anesthetists (CRNAs) employed at Kaiser Permanente facilities in Southern California. A communications C-Level Professional with a reputation for vision casting and “delivering the goods,” creatively and logistically, Ms. Theobald provides innovative and intelligent guidance in multi-generational and multi-disciplinary negotiations, relationship development and management, crisis-management and facilitation as well as in the creation of strategies to strengthen and set a company apart from the crowd.

Ms. Theobald represents KPNAA and labor partner unions as the Chair of the Executive Board of The Alliance of Health Care Unions (AHCU), as well as on Regional and National Kaiser Permanente Councils and Committees, including: Jobs of the Future, Executive Labor Sponsor; Southern California Regional LMP Council, Labor Chair; and the Labor Management Partnership Strategy Group, to name a few.

Hiking, learning, wandering and exploring the world with her family and friends is what occupies Ms. Theobald’s time when she is not at work.


Denise Duncan


UNAC/UHCP President Denise Duncan, RN, is a registered nurse and an expert on health care policy and workplace issues impacting health care professionals. Duncan has worked for UNAC/UHCP and union members for nearly three decades and currently serves as UNAC/UHCP President. She's been a registered nurse for over 35 years.

Duncan is an expert spokesperson for UNAC/UHCP on matters ranging from health care policy to workplace violence. She led UNAC/UHCP's fight for regulations to protect health care workers from patient violence on the job. Her work contributed to workplace violence prevention regulations released by Cal/OSHA in 2016.

She was a co-author on an innovation chapter in the nursing textbook Leadership for Evidence-Based Innovation in Nursing and Health Professions (2015). She served as co-researcher for “Nurse Perceptions of Medication Errors” in the Journal of Nursing Care Quality, the first-ever study to consult nurses about errors and their cause (2004).

Duncan is the Vice President of Nursing for NUHHCE, Vice President at Large for the California Federation of Labor, and an International Vice President for AFSCME.


Rosie Gonzalez

Recording Secretary, USW Local 7600

Rosie is eager to utilize her more than 30 years of experience as a union leader in her new role on the inaugural executive board of the Alliance of Health Care Unions. She has championed collaborative work between USW and KP, as well as between USW and other health care unions by serving in various leadership roles within the Partnership.

She was first hired by KP as a Unit Secretary in Fontana Hospital’s Labor and Delivery wing and quickly got involved with local union 7600. Rosie dedicated herself to improving the lives of her coworkers and patients eventually worked her way to Local Union Vice President in 2001.

After earning a scholarship to attend the four year USW International Leadership Program and being appointed as the District 12 Women of Steel Coordinator, Rosie was hired as a staff representative in 2003.


Nate Bernstein

Treasurer, UFCW Local 7

Nate Bernstein, JD, Treasurer of the Alliance of Health Care Unions also serves as the Healthcare Director for United Food and Commercial Workers, Local 7, representing over two thousand health care professionals in the Kaiser Permanente Colorado Region. Nate has a passion for social justice and representing workers with the ultimate goal of ensuring that professionals in health care have a voice in their work and can deliver safe, quality care. Nate grew up in Northwest New Jersey, and went to undergraduate and law school at Seattle University. He now lives south of Denver with his girlfriend, her daughter, and their dog.


Greg Chavez

Executive Board Member, ILWU Local 28

Greg Chavez joined Kaiser in 1998 as a security officer. In 2004, he became an ILWU Local 28 union member and in 2005, he bargained the local contract for the Kaiser Permanente security officers and dispatchers in the Northwest region. Since 2005, he’s been a Chief Steward and the principal point of contact with Kaiser Permanente. Greg became Local 28 President in 2018..


Adrienne Enghouse

Executive Board Member, OFNHP Local 5017, AFT

Adrienne Enghouse has been a registered nurse for 20 years. She sits on the Oregon State Board of Nursing, and is currently the president of the Oregon Federation of Nurses and Health Professionals, a 5800 member local representing nurses, techs, pros, dental hygienist, and lab pros in Oregon and SW Washington.

Adrienne has been a union steward and board member for the last 12 years and is dedicated to improving the working conditions, and getting contracts that are precedent setting and allow Alliance members to deliver the kind of care that they can be proud of.


Eric Gill

Executive Board Member, UNITEHERE! Local 5

Eric Gill is the Financial Secretary-Treasurer of UNITEHERE! Local 5, Hawaii’s hospitality, food service and healthcare workers union. A Local 5 member since 1976, Eric has led the 11,000-member union since 2000. In 2012, Eric and other Local 5 members joined with 90 community leaders to form AiKea, an alliance of community and civic organizations focused on building a social and political movement to improve the future of Hawai’i.


Sandra Flores

Executive Board Member, IUOE Local 501

Sandra Flores is a Business Rep for the International of Union Operating Engineers (IUOE 501), for whom she has worked for eleven years. She's an organizer and a contract administrator. Sandra is skilled with training programs, familiar with Trust funds and implementing programs, and setting standards.

Prior to joining the labor movement, Sandra worked in a community-based non-profit work for 10 years.


Don Henley

Executive Board Member, IBT Local 166

Don Henley has been a proud member of Teamsters Local 166, for thirty one (31) years. As a Teamster he understands and has always fought for what is right for his Membership — as a steward, trustee, and now a business representative for Kaiser Permanente in San Bernardino/Riverside County. As part of the Alliance of Health Care Unions, he is looking forward to finally working as a true Alliance that we will be looking out for our Union Brother and Sisters.





The Steering Committee develops programs, bargaining strategies and objectives, and contract enforcement strategies in conjunction with the Executive Board and the Executive Director. Every local union in the Alliance is represented on the Union Steering Committee, which meets three times a year.
